Mr. Weaver is an expert in latent fingerprint identification, crime scene analysis, forensic photography, three dimensional skull reconstruction from skeletal remains, and composite drawings from victim memories. He has qualified as an expert witness in state and federal courts in all of the above areas. He has been certified as a police instructor in these areas in the States of Texas, Alaska, and currently is a certified instructor in the State of West Virginia. He also was Project Director of the National Institute of Justice Research Program (VAPOR WAND Technology) and received a patent on his fingerprint development technique.
Mr. Weaver served as Contract Consultant for the 3M Corporation for two years to further develop the VAPOR WAND project. Currently he is a grant consultant for Ron Smith Associates Inc. Meridian, Mississippi and a rep. for the Phoenix group AFIX tracker fingerprint afis system. He has responded to homicide and other serious crime scenes for law enforcement agencies in Texas, Alaska, New Mexico, California, Florida and across the nation. He has been responsible for the apprehension of numerous homicide suspects thru his physical evidence recovery and fingerprint comparisons.
Mr. Weaver has recently filed a new patent (May 2005) on fingerprint development strategy which will substantially impact the communities ability to develop latent fingerprints at the crime scene with greater sensitivity and low cost.

Duties include full time faculty teaching, grant writing, curriculum expansion and research, and product development. Currently he is project director of (2) two National Institute of Justice Research Grants involving several of his patents that are used as research tool in the primary investigations.
1993 - Present Owner of David E. Weaver’s Forensic Services
David Provides his enterprise to various law enforcement agencies, private companies, prosecutors and public defenders as well as private investigators and the public. The service focuses on casework, Law enforcement training in latent fingerprint comparison, forensic photography, crime scene investigation and two and three dimensional art.
David provides analysis of various types of physical evidence and these investigations are conducted by at his Lookout, West Virginia facility and other labs and facilities as the needs arise. This includes latent fingerprint development, photography, super glue processing, and ninhydrin processing of paper evidence for fingerprints, simulated laser light analysis and dye staining of latent fingerprints on guns and other non-porous evidence, and other physical evidence-processing techniques.
Case review, specifically in the areas of crime scene related investigations, verifications of latent fingerprint identifications and analysis of unidentified suspect fingerprints. With many years working as a latent examiner and crime scene analyst, many problems can be identified through review of reports, photographs, and latent fingerprints and analysis from crime scenes.
Forensic art two and three dimensional-Forensic Art Composite drawings are rendered by David with an average 45 minute interview with victim and/or witnesses of crimes i.e. bank robbery, rape, armed robbery, etc. Three-dimensional Reconstructions are rendered in about 40 hours. He currently is a consultant for RSA inc. and a rep for the Phoenix Group AFIX Tracker AFIS system as well as Arrowhead Forensics of Lexana Kansas..

Duties included: Laboratory latent fingerprint examinations, testify in State and Federal Court on identification, crime scene investigations (state wide), forensic photography, composite artist, facial reconstruction artist, certified law enforcement instructor in police communications, crime scene investigation. Supervised crime scene analysis and recovery of evidence for numerous law enforcement agencies in Alaska (P.D.s, D.P.S, FBI etc.). Respond to and investigate any unattended deaths, homicides, suicides, motor vehicle collisions, etc.. No physical evidence including the body was moved until after initial investigation was completed. Subsequent autopsies were also documented, physical evidence collected, photographed, trauma documented and concise reports completed.

Respond to all major crime scenes, crime scene photography, latent fingerprint recovery, latent print comparisons, collecting evidence, photographic development, including black and white, color, and infrared, surveillance photography, push development of black and white film, industrial and electronic photography, latent print photography and enlargements, classification and filing of fingerprint cards using Henry System and NCIC, composite sketches from victim memory, expert court testimony, care and custody of criminal records which include 80,000+, 24 hour on call status.

1980 Dispatcher/Communication Supervisor
Supervised 10 full-time and 3 part-time dispatchers, responsible for training new employees, hiring and firing, insured compliance with FCC regulations, entry and quarry of TCIC/NCIC telecommunications as well as decreased error rates, instilled motivation of officer safety, developed first training and checklist manual for department, held quarterly communication classes sanctioned by Texas Commission on law enforcement standards, coordinated planning grants for additional equipment for the Austin area. Maintained the following equipment: SL#1 PBX System, IC40 & printer, installed and implemented procedures for Dictaphone 20, channel recorder, uhf/vhf radios and repeaters.
USAF Air Traffic Control 1976 thru 1979
Facility rated in minimum time, trained several air traffic controllers through upgrade rating, coordinated both military and civilian aircraft through airspace, experience using the following equipment: ASR 7 Radar, TPX-42 Computer, Precision Approach Radar, uhf/vhf Radios, GASH-34 Recorder, Teleautowriter.
