Mr. Weaver is an expert in latent fingerprint identification, crime scene analysis, forensic photography, three dimensional skull reconstruction from skeletal remains, and composite drawings from victim memories. He has qualified as an expert witness in state and federal courts in all of the above areas. He has been certified as a police instructor in these areas in the States of Texas, Alaska, and currently is a certified instructor in the State of West Virginia. He also was Project Director of the National Institute of Justice Research Program (VAPOR WAND Technology) and received a patent on his fingerprint development technique. Mr. Weaver served as Contract Consultant for the 3M corporation for two years to further develop the VAPOR WAND project.

Training:

David provides his enterprise to various Law enforcement agencies and Universities specifically in the area of Homicide Crime Scene Forensic training, 1 to 5 day workshops. These classes are focused entirely on physical evidence recovery and crime scene investigation.

Forensic Art

David also provides 3-dimensional facial reconstruction on skulls from clandestine graves (usually Homicide victims) with a 2 week turnaround. For law enforcement agencies wishing to submit recovered skulls, please call 304-438-8649 for instructions for submitting skulls - cost $450.00 per reconstruction.

Composite drawings

Composite drawings are rendered by David with an average interview time of 45 minutes with the victim or witness. Please if your agency needs a composite drawing do NOT show the witness or victim photo line ups before the interview with me. Call 304-438-8649 to schedule the interview. Cost $120.00
